 RAILTRACK OFFER HITS BUFFERS    
                                 
 A fresh appeal by Railtrack chief Bob  
 Horton to end the deadlock in the rail 
 dispute has been dismissed by the rail 
 union RMT.                             
                                        
 In a litter to RMT leader Jimmy Knapp, 
 Mr Horton urged the union to agree to a
 plan it had originally turned down.    
                                        
 But the union insisted restructuring of
 the pay offer was not the answer to the
 dispute.
