 BOMB VICTIMS GET MEMORIAL      

 The victims of the IRA Birmingham Pub  
 bombings are to have a permanent       
 memorial — 20 years after the outrage. 
                                        
 Top-level talks are under way over     
 plans for a plaque or cross in         
 Birmingham city centre. A commemorative
 church service may also take place.    
                                        
 Details of the scheme emerged four days
 after the IRA pledged to lay down its  
 arms, opening the way for peace.
