 ISRAEL-PLO DEADLINE MISSED    
                             
 Israel and the PLO will not sign an    
 agreement on wider Palestinian self-   
 rule today, missing a July 1 deadline. 
                                        
 But Israeli environment minister Yossi 
 Sarid said "most of the road" had been 
 travelled and it would bj signed soon. 
                                        
 PLO chairman Yassjr Arafat and Israeli 
 foreign minister Shimon Pekes will meet
 on the border between Gaza and Israel  
 hours before the deadline expires.
