 public spending watchdog for failing to
 meet key performance targets.          
                                        
 Customer satisfaction standards for the
 commercial service had been missed e6jn
 though the Met claimed to have exceeded
 them, said the National Audit Office.  
                                        
 And sample surveys of customers had    
 ignored the biggest single commercial  
 user — the Civil Aviation Authority.
