 HOWARD SHARES BLAME — TUMIM     

 The Chief Inspector of Prisons has said
 that Home Secretary Michael Howard must
 share blame for the Parkhurst escape.  
                                        
 Judge Stephen Tumim insisted that Mr   
 Howard — who sacked prisons chief Derek
 Lewis over the debacle — was           
 responsible in law for prisons.        
                                        
 "If you are dividing policy and        
 operations it means the Home Secretary 
 is not responsible for anything at all"
