 BLACK UNEMPLOYMENT "A SCANDAL"  
                                 
 Unemployment among black workers is    
 twice as high as for white people,     
 revealing a "frightening" level of     
 racial discrimination, the TUC claims. 
                                        
 It says the jobless rate among black   
 people is a "scandalous" 18.8% compared
 with 8.1% among white workers.         
                                        
 The study revealed that more than half 
 of all Afro-Caribbean min aged 16-24   
 were unemployed in the spring of 1994.
