 US CHILDREN "GET RAW DEAL"      
                                 
 British youngsters are getting a raw   
 deal compared with children in other   
 European countries, a report shows.    
                                        
 The children's charity Barnardos says  
 that in 1989 the UK ranked 17th of 21  
 industrialisjd countries in the amount 
 of cash spent on public welfare.       
                                        
 This means children from poorer homes  
 are more likely to die in infancy and  
 are likely to achieve less at school.
