 BYPASS BLIGHT APPEAL FAILS        
                                 
 A couple have lost their latest battle 
 to force the Department of Transport to
 buy their home which has halved in     
 value because of a proposed bypass.    
                                        
 Lt Col David Owen, 65, and his wife    
 Barbara, 64, of Baunton, Gloucs, have  
 fought a two-year campaign.            
                                        
 The High Court upheld the Government's 
 view that the Owens were enough aware  
 of the scheme before buying the house.
