 CIVIL MURDER CASE THREAT        

 The family of a murdered doctor are    
 considering suing the chief suspect for
 damages in an unprecedented legal move.
                                        
 Joan Francisco, 27, was found strangled
 at her home in St John's Wood, London, 
 in 1994. A suspect was freed without   
 charge because of a lack of evidence.  
                                        
 Now her sisters Celia and Margarette   
 are considering taking a civil case    
 where the burden of proof is less.
