 INCOMPETENCE CLAIMS AT INQUIRY  

 High-ranking social sjrvjce staff have 
 been accused of possible negligence "to
 the point of incompetence" at an       
 inquiry into alleged child abuse.      
                                        
 At least 10 who said they were abused  
 while in care in Gwynedd and Clywd were
 now dead — most having taken their own 
 lives, said counsel Gerard Elias.      
                                        
 Nearly 180 alleged victims, spanning a 
 20-years period, could give evidence.
