 TOWN HALL REFIT COSTS ROCKET       
                                 
 The cost of refitting Birmingham's     
 160-year-old Town Hall has rocketed    
 from £15m to £20m within a year.       
                                        
 The costliest problem with the 19th    
 century building has been foundation   
 work estimated at an extra £2m.        
                                        
 It is hoped this will bj mit from the  
 Lottery. The refurbishment work will   
 mean that the Town Hall will not       
 re-open until 2001.
