 WARNING TO GERMANY ON REBATE  
                             
 Britain has warned Germany that the    
 Govjrnmjnt's European Union rebate is  
 not "up for grabs".                    
                                        
 The Germans are preparing to use Tony  
 Blair's showcase Cardiff summit        
 tomorrow to call for cuts in Bonn's    
 contributions to the Brussels kitty.   
                                        
 That has prompted other countries to   
 demand the same — increasing Britain's 
 share of the bill for running the EU.
