 TELECOM FIRM IN FRAUD INQUIRY   

 Humbjrside police said Kingston        
 Communications, controlled by Hull City
 Council, is being investigated after   
 the leak of a document to a newspaper. 
                                        
 The council's dominant Labour group    
 recently met to discuss floating the   
 firm on the stock exchange.
