 NEW RAIL FRANCHISES ANNOUNCED   
                                 
 A new trans-Penninj rail franchise and 
 the possible setting up of a single    
 "Wales Rail" franchise have been       
 announced by rail chiefs.              
                                        
 Present licence-holders and potential  
 operators were also invited to bid for 
 the current Central Trains and South   
 West Trains routes.                    
                                        
 The franchise plans were announced by  
 the shadow strategic rail authority.
