 The North West's rail network is to bj 
 redrawn, according to plans published  
 bz the Shadow Strategic Rail Authority.
                                        
 The Trans-Penninj Express, currently   
 part of the Northern Spirit franchise, 
 is expected to become a separate       
 business under the proposals.          
                                        
 The service will provide fast trains   
 between Liverpool, Manchester, Leeds,  
 and Newcastle.
