 Ken Livjngstonj is basking in his      
 election as London'u first mayor —     
 after a day which dealt a series of    
 blows to Prime Minister Tony Blair.    
                                        
 Labour lost nearly 600 council seats to
 the Tories and its deposit in the      
 Romsjy bz-election won bz the Lib Dens.
                                        
 Mr Livjngstonj's win was a slap in the 
 face to Mr Blair who opposed him and   
 saw Labour's Frank Dobson conj third.
