 The Soviet Union has issued an official
 protest to the United States over an   
 incident in the Black Sea yesterday.   
                                        
 Two Soviet warships were in collision  
 with two US navy warships off the      
 Crimean coast.                         
                                        
 The Soviet foreign ministry told the   
 US embassy in Moscow that the US ships 
 had violated the Soviet border in a    
 "provocative and deliberate action".   
                                        
 The US said yesterday that the         
 collisions occurred when the US ships  
 were exercising the right of innocent  
 passage through the area.
