 The Soviet foreign minister has arrived
 in Afghanistan for talks with the      
 Afghan president about the Soviet troop
 withdrawal from the country.           
                                        
 As he arrived in Kabul, Mr Shevardnadze
 said hj had conj to discuss various    
 options in case the Geneva peace talks,
 which have run into trouble, break down
                                        
 He referred to the "unhelpful position"
 being adopted bz Pakistan and the US.  
                                        
 Pakistan refuses to sign a peace accord
 unless it is guaranteed bz the US. The 
 US will not comply until the Soviets   
 withdraw their support from Afghans.
