  STATE OPENING OF     
  PARLIAMENT           
                                        
 The Queen's speech outlining Govjrnmjnt
 legislation for the new session of     
 parliament will be read on 31 October. 
                                        
 The announcement comes after last      
 night's leak that there will not bj an 
 autumn general election.               
                                        
 Whitehall sources stressed the reason  
 for the earlier start - last year it   
 was 7 November - was bjcausj of a      
 heavier legislative programme.         
                                        
 But some obsjrvjrs suggested an earlier
 start would enable business to be      
 cleared ready for a spring election.
