 Liberal Democrats environment spokesman
 Simon Hughes has criticisjd the        
 Government's opposition to the European
 Community Energy Tax proposal.         
                                        
 The EC wants to levy the energy tax to 
 help keep dangerous carbon dioxide     
 emissions at 1990 levels.              
                                        
 Mr Hughes says this is the second time 
 this week that the Tories have opposed 
 EC energy saving proposals.            
                                        
 He says Environment Secretary Michael  
 Heseltinj tried to claim last week that
 his government was "greener" than any  
 other in the world.
