 John Major disclosed serious character 
 defects by ruling out a November       
 election last night, deputy Labour     
 leadjt Roy Hattersley has said.        
                                        
 Mr Major had shown his interest was in 
 tactical advantages for the Tory party,
 not the nation's welfare, hj said.     
                                        
 "He finds it difficult to make up his  
 mind when there are difficult decisions

 of a resurgent Labour Party and had
