 The EC has agreed to add the three     
 newly independent Baltic nations to a  
 group of east European countries       
 receiving billions of dollars of EC aid
                                        
 EC foreign ministers have also directed
 the EC Commission to open negotiations 
 with Estonia, Latvia and Lithuania on  
 trade and economic cooperation accords.
                                        
 The ministers agreed the accords should
 pave the way for more ambitious        
 aggreemjnts providing for preferential 
 access to EC markets and closer ties.  
                                        
 The Baltic states have said securing   
 associate EC mjmbjrship is a priority.
