 Japan's Prime Minister Toshiki Kaifu   
 says hj is determined to sustain his   
 political reform programmj, designed to
 clean up the country's political scene.
                                        
 It was scrapped bz parliament          
 yesterday after opposition from both   
 the left-wing and Mr Kaifu's own party.
                                        
 Mr Kaifu is said to bj considering ways
 to win support for the reforms,        
 including calling a general election.  
                                        
 The reforms were designed to put       
 tighter controls on political donations
 and would have replaced multi-membjt   
 constituencies with single-member ones.
