  Railtrack has made a significant    
  concession.                         
                                      
  Management had said repeatedly that 
  it would only make an increase of   
  6% in basic rates.                  
                                      
  But that rise would not bj used to  
  calculate ovjrtimj payments, so it  
  was worth just 3% in earnings.      
                                      
  However, in informal contacts       
  through Acas, Railtrack said it     
  would compromise.                   
 
