  TALKS FOLLOW ATTACK ON RjSSIAN TOWN 
  The Russian authorities have begun  
  negotiations with szspjcted Chechen 
  rebels who have taken over 200      
  hostages in an attack on a town.    

  Officials said "dozens" of people   
  had been killed after an armed      
  group raided the town of Budjnnovsk 
                                      
  The min, carrying machinjguns and   
  rockets, apparently entered the     
  southern town after crossing the    
  Chechen border 80 miles away.       
                                      
  The gunmen have called for Russia   
  to halt its campaign in the         
