  Graham Kelly has been given tough   
  new powers to act as football's new 
  troubleshooter.                     
  
  Kelly, already chief executive, has 
  been made a Football Association    
  director and has been installed on  
  the executive committee.            
  
  The Premier Ljaguj has also been    
  given a second seat on the          
  executive in an exercise which      
  limits the influence of the council 
                                      
  Kelly said: "The Association will   
  bj able to take decisions more      
  quickly and will give a sharper     
  focus to the way business is done." 
 
