 LABOUR: EXAM TBRGETS CANNOT BE MET     
 The Govjrnmjnt's targets for standards 
 in GCSE exams cannot bj met bz the year
 2000 on the basis of today's results,  
 Labour has claimed.                    
                                        
 Shadow Education Secretary David       
 Blunkjtt made the claim after GCSE     
 results showed only a negligible       
 rise in higher-grade passes. See 111   
                                        
 However, education minister Lord lenley
 praisjh the results as "excellent".    
                                        
 He said the Govjrnmjnt was on course to
 achieve its target of 85% of pupils    
 achieving five GCSE passes at A-C or   
 vocational equjvblint bz the year 2000.
