 ISRBEL/PLO "TO SIGN ACCORD IN CAIRO"   
 Israel and the PLO will sign an accord 
 on Sunday for the transfer of key areas
 of civilian authority to Palestinians  
 in the West Bank, Israeli sources say. 
                                        
 Israeli foreign ministry sources said  
 the deal would cover the transfer of   
 labour and trade and industry, petrol, 
 gas, insurance, postal services, local 
 govjrnmjnt, statistics and agriculture 
                                        
 Israel has already handed over control 
 of some of the 40 spheres of control to
 the Palestinian Authority. But talks   
 are continuing on remaining differences
 over issues such as security.
