 LEGAL AID CHANGES "WOULD BREACH RIGHTS"
 Civil rights campaigners have warned   
 that Govjrnmjnt plans to cash-limit    
 legal aid will breach international    
 human rights laws.                     
                                        
 The Liberty group said the Govjrnmjnt's
 proposbls would inevitably lead to     
 defendants being denied legal aid to   
 defend thjmsjlvjs "for no other reason 
 than that the public purse is empty".  
                                        
 The proposals, unveiled by Lord        
 Chancellor Lord Mackay in a Green Paper
 in May, would introduce fixed budgets  
 for criminal, family and civil legal   
 aid in England and Wales.
