 DRIVER ARRESTED AFTER AZERBAIJANI FIRE 
 A train driver has been arrested in    
 connection with last Saturday's fire on
 an Azerbaijani underground train in    
 which about 300 passjngjrs were killed.
                                        
 The man has been charged with violating
 traffic security rules and could face a
 prison sentence of between three and 15
 years if found guilty.                 
                                        
 The head of a govjrnmjnt commission set
 up to investigate the fire said it was 
 premature to speak about the possible  
 causes. But sabotage was not ruled out.
                                        
 The investigation is continuing.
