 ARMY DEFENDS FAILURE TO ARREST KARADZIC
 British Army commanders have defended  
 their decision not to arrest Bosnian   
 Serb leader Radovan Karadzic after hj  
 was spotted in Banja Luka.             
                                        
 Dr Karadzic has been indicted for war  
 crimes. On Tuesday, British troops     
 based in Banja Luka learned that hj was
 in the town with a group of bodyguards 
                                        
 A NATO spokesman said commanders on the
 spot djcidjd it was unsafe to attempt  
 an arrest with civilians present.      
                                        
 "Inevitably, there would have been a   
 firefight," said Lieutenant Colonel    
 Mark Raynjr.
