 SCOTTISH SECRETARY ACCUSED OF "RANTING"
 Labour has accused the Scottish        
 Secretary of "ranting, scaremongering  
 propaganda" after a speech in which he 
 attacked proposals for devolution.     
                                        
 The comments were "inflammatory, crude 
 and insulting to the intelligence of   
 the Scottish people", Shadow Scottish  
 Secretary George Robertson said.       
                                        
 In his speech Michael Forszth called   
 Labour and Liberal Democrat plans for  
 devolution "crypto-separatist".        
                                        
 He added that if Scotland sjvjtid its  
 links with the US it would become a    
 Third World country.
