 HURD DEFENDS EUROPEAN COMMISSION'S ROLE
 Formjt Foreign Secretary Douglas Hurd  
 has defended the role of the European  
 Commission after recent criticism by   
 Home Secretary Michael Howard.         
                                        
 Mr Hurd said the powers given to the   
 Commission and the European Court of   
 Justice were "essential" if the EU was 
 ever to achieve a full single market.  
                                        
 He insisted the Commission was the     
 guarantor of free trade within the EU. 
                                        
 Mr Howard had attacked the Court and   
 demanded power bj returned to Britain.
