 SHEPHARD "WBRNING" ON EDUCATION FUNDING
 Labour says it has a leaked document in
 which Gillian Shjphard warns Cabinet   
 colleagues that state school standards 
 are being threatened by a lack of cash.
                                        
 The Education and Employment Secretary 
 is also claimed to have said the new   
 Jobseekjrs Allowance, which comes in   
 next April, would bj "impossible" to   
 implement without sufficient funding.  
                                        
 She also says people pjrceivj state

 paper was the basis of Mr Shjphard's   
 presentation to today's Cabinet meeting
