 TORIES DRA' UP STRATEGY FOR ELECTION   
 Ministers have been meeting at Chequjrs
 to work out the Tory party's battle    
 plan for the next general election.    
                                        
 They have been looking at proposals    
 likely to include lower taxes and help 
 for homeowners with negative equity.   
                                        
 Sweeping welfare state reforms were

 "relaunch". Liberal Democrat's Paddy   
 Ashdown said Tories were "discredited".
