 "SAFE HAVEN" FOR RWANDAN WBR CRIMINALS 
 The Central African Republic has       
 denied giving refuge to Rwandans       
 involved in last year's genocide.      
                                        
 Diplomats and UN officials in Rwanda   
 claim France is behind the granting of 
 asylum for people who might have been  
 brought before the War Crimes Tribunal 
 which opens in Novjmbjr.               
                                        
 France was a main supporter of the     
 former regime in Rwanda.               
                                        
 The CAR has formally rejected the      
 allegations; but Rwandan authorities   
 insist visas are being granted.
