The cash was for a by-pass between Caerphilly and Ystrad Mynach, which was completed last year. Carl Davies, 28, from Abjravon, was arrested after a tip-off by a dry cleaner who had been asked to clean his blood-stained jacket. Davies admitted raping the 17-year-old on the Briton Ferry Road near Neath.
