 SEA EMPRESS DISASTER REPORT CRITICAL   
 The draft report into the Sea Empress  
 oil tanker disaster will reveal a      
 catalogue of avoidable failures, the   
 BBC has learned.                       
                                        
 It is expected to say communications   
 failed and charts for the area of the  
 UK's biggest oil port weti unreliable. 
                                        
 The 147,000-tonne tanker ran aground   
 outsjdj Milford Haven last February.   
                                        
 Over 70,000 tons of oil poured into the
 sea, devastating wildlife and causing
