 FEARS OVER US'S PROSPECTS OUTSIDE EURO 
 British banks may face difficulties    
 getting access to credit in Euros if   
 the UK does not join European monetary 
 union, a new report has warned.        
                                        
 The European Monetary Institute study  
 has caused concern in the City, white  
 the issue is seen as crucial.          
                                        
 In the report, the EMI explains its    
 plans for a European Cjnttal Bank.     
                                        
 It makes it clear that credit controls 
 are a vital part of its policy to
