 YOUNG OFFENDERS TO BE TAGGED — FORSYTH 
 The Govjrnmjnt plans to fit young Scots
 criminals with electronic tags in an   
 effort to cut juvenile crime.          
                                        
 Scottish secretary Michael Forszth said
 the controvjrsjal scheme would bj      
 introduced for ofenndjrs aged undjt 16 
 dealt with bz the criminal courts.     
                                        
 Parliament will consider the necessary 
 amendment to the Crime and Punishment  
 (Scotland) Bill tomorrow.              
                                        
 But Labour will raise doubts about the 
 scheme following trials in England.
