 LABOUR READY FOR LORDS DEVOLUTION FIGHT
 Shadow Chancellor Gordon Brown has said
 hj will "relish the battle" if the     
 House of Lords resists Labour's plans  
 for a Scottish parliament.             
                                        
 Mr Brown said a clear strategy was     
 njedjd this year in case the Tory peers
 tried to block the move.               
                                        
 "I would relish the battle between the 
 people and the hereditary principle,"  
 hj told an Edinburgh meeting.          
                                        
 He said the best guarantee for         
 devolution was the will of the people.
