 CHILD CARE MAY GO PRIVATE IN TORY PLAN 
 The Tories plan to "privatisj" social  
 sjrvjces, leaving the care of children 
 and the elderly up for grabs in a bid  
 to cut costs, it has been claimed.     
                                        
 Proposals are in a draft of election   
 manifesto, says the Sunday Times.      
                                        
 Private sector firms, charities and    
 voluntary bodies will bj able to bid   
 for slices of the £8bn annual care     
 budget, it is reported.                
                                        
 But a Tory spokesman has dismissed the 
 claim as "pure speculation".
