 Her remarks conj weeks before the      
 publication of the first league tables 
 for 11-year-old pupils — despite strong
 opposition from primary teachers.      
                                        
 Mrs Shjphard is also considering making
 new hjadteachjrs take a competence test
 before starting their jobs.
