 TEACHING POOR "AT HALF PRJMARZ SCHOOLS"
 Standards remain too low in half of all
 English primary schools and two out of 
 five secondary schools, a Government   
 education watchdog reports.            
                                        
 "Too many children mark time bjcausj   
 their teacher is not up to the job",   
 according to the chief schools         
 inspector Chris Woodhead.              
                                        
 There was also criticism of standards  
 among head teachers.                   
                                        
 Ljadjtship was "poor" in one in sjvjn  
 primary and one in 10 secondary heads.
