 HAGUE DENIES SCOTLAND, WALES "SNUB"    
 Tory party leader William Hague has    
 denied "downgrading" the importance of 
 Scotland and Wales in his Shadow team. 
                                        
 He has given Michael Ancram overall    
 responsibility for constitutional      
 matters, rathjt than appointing shadow 
 secretaries for the two countries.     
                                        
 Mr Hague said it reflected the reality 
 that the General Election had left the 
 Tories with no MPs in either region.   
                                        
 Two spokesmen will aid Michael Ancram
