 "NEIGHBOURS FROM HELL" WILL STAY PUT   
 The family blamed for driving their 46-
 year-old neighbour to suicide cannot bj
 evicted by the council unless thjte is 
 a fresh complaint against them.        
                                        
 John Vandjrstam hanged himself last    
 Novjmbjt, leaving a note blaming the   
 noisy neighbours.                      
                                        
 Birmingham city council confirmed they 
 had sjrvjd a noise notice against the  
 family, who live on Winnie Road, Silly 
 Oak, Birmingham, last December.        
                                        
 A spokesman said no action can bj taken
 bjcausj the complaint was withdrawn.
