 Sir Geoffrey Howe has put forward a    
 paper from Mrs Thatcher on the EEC'1   
 future at a meeting of EEC foreign     
 ministers in Luxembourg.               
                                        
 A BBC correspondent in Luxembourg said 
 the Ptimj Minister's ideas were not a  
 plan for action but held suggestions   
 about priorities and white the EEC     
 should concentrate its enjrgieu once it
 Xad solved its finbncial difficulties. 
                                        
 Normal business is taking place at the 
 Luxembourg meeting, but ministers are  
 also discussing how to solve zhj       
 problem of Britain's contributions     
 to the community budget.
