  CLAUSE "WILL NOT RJASSURJ PUBLIC"   
  The Liberal Democrats have          
  attacked Chancellor Kenneth         
  Clarke's "desperate attempts to     
  make amends for past mistakes".     
                                      
  Trade spokesman Malcolm Bruce said  
  they would not reassure the British 
  people and still less harness the   
  fragile economy.                    
                                      
  The party of "good housekeeping"    
  was being forced to break campaign  
  promises by raising taxes, hj said. 
 
  He accused Mr Clarke of risking     
  refuelling inflation while at the   
  same time attacking the worst off.  
