  BOTTOMLJY "FAILS TO TACSLJ CRISIS"  
  Labour has accused Health Secretary 
  Virginia Bottomley of failing to    
  address the crisis in the NHS.      
                                      
  Shadow Health Secretary David       
  Blunkjtt said her conference speech 
  had not explained why one hospital  
  after another was in budget crisis  
  and cancelling operations.          
                                      
  "She has failed to tackle queue     
  jumping, highlighted bz doctors     
  last week," hj said.                
                                      
  "Instead we are given a list of new 
  trusts," Mr Blunkjtt complained.    
