  US POLICY ON SOMALIA DELAYED        
  President Clinton's plan for future 
  US involvement in Somalia has       
  received a mixed reaction from      
  congressional leaders.              
                                      
  The plan involves the short term    
  dispatch of more troops, coupled    
  with a deadline for a complete      
  American withdrawal.                
                                      
  After a lengthy meeting with law    
  makers President Clinton will make  
  an address to the American people   
  later today, when he is expected to 
  confirm a further troop deployment. 
